EU rejects Russia’s say over Ukraine peace talks

European Union foreign ministers said in Cyprus on Thursday that Russia cannot decide who speaks for Europe in any future talks over Ukraine.

The EU also said it will not act as a neutral mediator, signaling that Europe wants a stronger role in diplomacy while keeping its support for Ukraine clear.

The stance matters because any eventual negotiations could shape the next phase of the Russia-Ukraine war and Europe’s security role.

European Union

EU ministers said Europe will present a united front and will not let Moscow pick its representatives. They also said the bloc cannot be a neutral mediator because it backs Ukraine and sees its own security interests at stake.

Ukraine

Ukraine has pushed for Europe to take a bigger role after being sidelined in earlier diplomacy led by Washington. It has also suggested naming its own representative for talks, aiming to ensure Europe is more directly involved.

Russia

From Moscow’s perspective, any talks over Ukraine should reflect Russia’s interests and include interlocutors it can work with. The Russian government has often sought to shape the format of negotiations as well as their outcome.

  • Cyprus has been divided since 1974, when Turkey intervened after a coup on the island.
  • EU foreign policy decisions often require difficult consensus among member states with different threat perceptions.
  • Ukraine is the largest country entirely within Europe by area.

Russia-Ukraine War

Russia and Ukraine are locked in an retaliatory long-range drone and missile war that now strikes deep into both countries, including Moscow, St. Petersburg, Crimea, and major Ukrainian cities like Kyiv and Dnipro. Ukrainian forces launched one of their largest drone attacks on June 26, striking 12 Russian regions and hitting key energy targets, while Russia continues massive retaliatory bombardments that kill civilians and destroy infrastructure.
